3: Some occurrences of the word “outcasts” in God’s word
Psa 147:2 The LORD doth build up Jerusalem: he gathereth together the outcastsH1760 = cast down, cast out of Israel.

This first occurrence of the word ‘outcasts’ reminds us of (Mar 13:27) and the surrounding verses that tell us that when we begin to be gathered out of our Babylonian captivity as outcasts, that summer is near (Mar 13:27-33). In the book of Zephaniah we have another type of God’s elect who went from captivity to being driven back and delivered (Zep 3:18-20), and this idea is also expressed in (Isa 11:12), which is the second time we see the word “outcasts” in the KJV, and which uses a different Strong’s number (H5080).
Mar 13:27 And then shall he send his angels, and shall gather together his elect from the four winds, from the uttermost part of the earth to the uttermost part of heaven. [Calling us out of exile]
Mar 13:28 Now learn a parable of the fig tree; When her branch is yet tender, and putteth forth leaves, ye know that summer is near:
Mar 13:29 So ye in like manner, when ye shall see these things come to pass, know that it is nigh, even at the doors.
Mar 13:30 Verily I say unto you, that this generation shall not pass, till all these things be done.
Mar 13:31 Heaven and earth shall pass away: but my words shall not pass away.
Mar 13:32 But of that day and that hour knoweth no man, no, not the angels which are in heaven, neither the Son, but the Father.

Zep 3:20 At that time will I bring you again, even in the time that I gather you: for I will make you a name and a praise among all people of the earth, when I turn back your captivity before your eyes, saith the LORD.
Isa 11:12 And he shall set up an ensign for the nations, and shall assemble the outcasts H5080 = banished of Israel, and gather together the dispersed H5310 = shatter, dash to pieces, pulverise of Judah from the four corners of the earth. (Mar 13:27)

These next verses in (Isa 16:3-4) have the word ‘outcast’ mentioned twice, and this story relates to us the mercy that God will show to those who are judged in this life (1Pe 4:17, Jas 2:13), and that judgement is discussed in chapter 15 of Isaiah as the burden of Moab. We learn of our deliverer in chapter 16 by Jesus Christ, and in chapter 15 we learn of the great struggles that we must endure before we can be set free from Babylonian captivity, to then wage spiritual warfare the rest of our lives. Moab represents Babylon within us that cannot be conquered without Christ (Col 1:27) our hope of glory, prophesied in chapter 16.
Isa 16:3 Take counsel, execute judgment; make thy shadow as the night in the midst of the noonday; hide the outcastsH5080 = banished; bewray not him that wandereth.
Isa 16:3 Bring counsel; make mediation. Set, as night, your shadow amidst noons; conceal those expelled. A flitter you must not expose.”(CLV)
Isa 16:4 Let mine outcastsH5080 = banished dwell with thee, Moab; be thou a covert to them from the face of the spoiler: for the extortioner is at an end, the spoiler ceaseth, the oppressors are consumed out of the land.
Jas 2:13 For he shall have judgment without mercy, that hath shewed no mercy; and mercy rejoiceth against judgment.

In (Isa 16:3) we are again reminded that we are hidden in the Lord from the world (Col 3:3-4).
Isa 16:1 Send ye the lamb to the ruler of the land from Sela to the wilderness, unto the mount of the daughter of Zion.
Isa 16:2 For it shall be, that, as a wandering bird cast out of the nest, so the daughters of Moab shall be at the fords of Arnon.
Isa 16:3 Take counsel, execute judgment; make thy shadow as the night in the midst of the noonday; hide the outcastsH5080 = banished; bewray not him that wandereth.(Num 35:15, We come to learn that we are guilty of the blood of the prophets and in need of this refuge for our once murdurous spirit Luk 11:51, 1Jn 3:15).Num 35:15 These six cities shall be a refuge, both for the children of Israel, and for the stranger, and for the sojourner among them: that every one that killeth any person unawares may flee thither.
Luk 11:51 From the blood of Abel unto the blood of Zacharias, which perished between the altar and the temple: verily I say unto you, It shall be required of this generation.
1Jn 3:15: Whosoever hateth his brother is a murderer: and ye know that no murderer hath eternal life abiding in him.
Col 3:3 For ye are dead, and your life is hid with Christ in God.
Col 3:4 When Christ, who is our life, shall appear, then shall ye also appear with him in glory.
We are more than conquerors through Christ (Rom 8:37) and with his spirit within us we can dwell with Moab (Isa 16:4) that represents our flesh, and we can be in the world and not of it (Joh 17:15).
Joh 17:15 I pray not that thou shouldest take them out of the world, but that thou shouldest keep them from the evil.
Isa 16:4 Let mine outcastsH5080 = banished dwell with thee, Moab; be thou a covert to them from the face of the spoiler (Luk 16:9, Mat 10:16-17): for the extortioner is at an end, the spoiler ceaseth, the oppressors are consumed out of the land.
Isa 16:5 And in mercy shall the throne be established (Jas 2:13): and he shall sit upon it in truth in the tabernacle of David, judging, and seeking judgment, and hasting righteousness.
These outcasts in (Isa 27:13) again represent the elect who experience God’s judgement in their lives typified by “the great trumpet” which judgement delivers us from our captivity to sin where we would have been left “to perish in the land of Assyria” except for God’s mercy toward us in this age.
Isa 27:13 And it shall come to pass in that day, that the great trumpet shall be blown, and they shall come which were ready to perish in the land of Assyria, and the outcastsH5080 = banished in the land of Egypt, and shall worship the LORD in the holy mount at Jerusalem.
In this verse (Isa 56:8) we see a prophesy of what Christ said in regard to how all the world will be saved (Joh 10:16-17).
Isa 56:8 The Lord GOD which gathereth the outcastsH1760 = cast down cast out of Israel saith, Yet will I gather others to him, beside those that are gathered unto him.
Joh 10:16 And other sheep I have, which are not of this fold: them also I must bring, and they shall hear my voice; and there shall be one fold, and one shepherd.
Joh 10:17 Therefore doth my Father love me, because I lay down my life, that I might take it again.
This last verse (Jer 49:36) describes what God will do with our old man and so our sinful nature must be scattered and destroyed through His judgements in our lives that are symbolized by the four winds. Four meaning the whole of something, and so this is the whole experience we must go through as outcasts in order to then be delivered from this condition of being an outcast.
Jer 49:36 And upon Elam will I bring the four winds from the four quarters of heaven, and will scatter them toward all those winds; and there shall be no nation whither the outcastsH5080 = banished of Elam shall not come.
