You ask two questions:
“1. If we don’t go on to perfection, isn’t it God doing it?  2. We are not to be with fornicators, what kind of fornicators?”
The answer to the first question is, yes, it is God who is working to keep most people from going on to completion.

Eze 14:9  And if the prophet be deceived when he hath spoken a thing, I the LORD have deceived that prophet, and I will stretch out my hand upon him, and will destroy him from the midst of my people Israel.

Rom 11:8  (According as it is written, God hath given them the spirit of slumber, eyes that they should not see, and ears that they should not hear;) unto this day.
Eph 1:11  In whom also we have obtained an inheritance, being predestinated according to the purpose of him who worketh all things after the counsel of his own will:

Whatever it is you speak of, if it happens, “God is working all things after the counsel of His own will” is the ultimate truth of the matter:

Amo 3:6  Shall a trumpet be blown in the city, and the people not be afraid? shall there be evil in a city, and the LORD hath not done it?

Pro 16:4  The LORD hath made all things for himself: yea, even the wicked for the day of evil.

Your second question was:

The answer is spiritual fornication, which is all the “idols of the heart” which Ezekiel 14 speaks of. Anyone who is committing physical fornication is also committing spiritual fornication. That is what we commit whenever we, just like the “elders of Israel” who came to seek after the will of the Lord, when in reality they already had their minds made up and were steeped in the “idols of their hearts… the stumbling block of their iniquities.” These “elders of Israel” were keeping all the doctrines of Babylon and coming to Ezekiel simply to get Ezekiel to put his stamp of approval upon all their spiritual fornication and all of their false doctrines of Babylon. That is why Babylon is called “the mother of harlots and of the abominations of the earth:”

Rev 18:3  For all nations have drunk of the wine of the wrath of her fornication, and the kings of the earth have committed fornication with her, and the merchants of the earth are waxed rich through the abundance of her delicacies  [ her false doctrines].
Rev 18:4  And I heard another voice from heaven, saying, Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues.
