The answer to your question is that God knew and worked that whole story about Balaam wanting the riches offered by Balak. He worked the whole thing “after the counsel of his own will.” And here is the only reason why God sent an evil spirit to cause Balaam to lust after those riches: It was all “His counsel and his foreknowledge” which worked it all. Are we to think that God worked every detail of the crucifixion of Christ but let Balaam’s free will decide what he would do?

Act 4:26 The kings of the earth stood up, and the rulers were gathered together against the Lord, and against his Christ.
Act 4:27 For of a truth against thy holy child Jesus, whom thou hast anointed, both Herod, and Pontius Pilate, with the Gentiles, and the people of Israel, were gathered together,
Act 4:28 For to do whatsoever thy hand and thy counsel determined before to be done.
Eph 1:11 In whom also we have obtained an inheritance, being predestinated according to the purpose of him who worketh all things after the counsel of his own will:

So why are we even given this story in Num 22-24? Here is why. And this is the only reason why:

1Co 10:11 Now all these things happened unto them for ensamples: and they are written for our admonition, upon whom the ends of the world are come.

This did not happen because Balaam lusted after Balak’s offer of riches. This happened because God worked it after the counsel of His own will. And that will of His was that this would “happen to them and be written for our admonition.” If one hears God’s voice and continues to lust after what God has said not to, then that person has been “hardened” by God and is not being shown God’s mercy:

Rom 9:15 For he saith to Moses, I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion.
Rom 9:16 So then it is not of him [ Balaam] that willeth, nor of him that runneth, but of God that sheweth mercy [ or hardens- verse 18].
Rom 9:17 For the scripture saith unto Pharaoh, Even for this same purpose have I raised thee up, that I might shew my power in thee, and that my name might be declared throughout all the earth.
Rom 9:18 Therefore hath he mercy on whom he will have mercy, and whom he will he hardeneth.

Anyone who is God’s elect does not stay in and continue to teach the false doctrines of Babylon. Here is what God’s elect do so far as denominationalism is concerned:

Rev 18:4 And I heard another voice from heaven, saying, Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues.

Denominationalism is Babylon. God’s elect are “cast out of their synagogues.” That is what happens to one and all who are faithful to faithful to “these sayings of mine… and keep the sayings of the prophecy of this book.”
I hope this helps you to see there is not one minister in the harlot system who is not “drunk” on the wine of her fornication. That drunkenness is believing lies like ‘free’ moral agency and all the rest of “the whole stay of water and the whole stay of bread” that is tainted with the heresies which that cup of God’s wrath is poured out against.
