When Will Israel Return to Her Former Estate?

You are thinking right, and this is why:

Ecc 9:2 All things come alike to all: there is one event to the righteous, and to the wicked; to the good and to the clean, and to the unclean; to him that sacrificeth, and to him that sacrificeth not: as is the good, so is the sinner; and he that sweareth, as he that feareth an oath.

This verse is telling us that what happens to “the Israel of God” which now consists of those who live by the rule that “there is neither Jew nor Gentile, but we are all one”, spiritual Jew and one spiritual Israelite, and that the Gentiles who are in Christ are now part of that “commonwealth of Israel”, and that Christ is “making of twain one new man” (Eph 2:11-22), will experience the same “one event” of being judged and being chastened to forsake ungodliness and worldly lusts, and to live godly lives in this present age, as will those who are cast into the lake of fire. The only difference is a matter of timing. God’s elect go through the fire now, and rule and reign with Christ a thousand years and become the ‘fire’ of the lake of fire by which all men will come to know God and His Son.
Look at this verses in Ezekiel 36:

Eze 36:11 And I will multiply upon you man and beast; and they shall increase and bring fruit: and I will settle you after your old estates, and will do better unto you than at your beginnings: and ye shall know that I am the LORD.

Now look at these verses from Ezekiel 16:

Eze 16:55 When thy sisters, Sodom and her daughters, shall return to their former estate, and Samaria and her daughters shall return to their former estate, then thou and thy daughters shall return to your former estate.

Notice that both verses speak of restoring Israel to their former, or old estate. But Eze 16:55 gives us the true sequence of these events, and it tells us that physical Israel will come to God when Sodom and Samaria do so. Here is verse 31 of which you inquire.

Eze 36:31 Then shall ye remember your own evil ways, and your doings that were not good, and shall lothe yourselves in your own sight for your iniquities and for your abominations.

“The gifts and calling of God are without repentance” (Rom 11:29), but that Truth does not declare to us what is God’s timetable for carrying out His words. Eze 16:55 does give us God’s timetable and His sequence of these events. Physical Israel will come back to God “when Sodom and Samaria do so. Sodom cannot come back to God except through the lake of fire after the millennium and the “short period ” of Satan’s rebellion after the millennium.
